   Flood Loss Reduction Measures In hydrologic terms, the strategy for reducing flood losses. There are four basic strategies. They are prevention, property protection, emergency services, and structural projects. Each strategy incorporates different measures that are appropriate for different conditions. In many communities, a different person may be responsible for each strategy.
